The Governor’s Veterans Advisory Council (GVAC) was established in the early 1990s via an Executive Order by Governor Madeleine Kunin to strengthen communication and bridge the gap between Vermont’s political leadership and the state’s military community.
Although the council remained inactive between 1992 and 2002, it has since been consistently reconstituted by successive administrations. This bipartisan commitment spans the tenures of Governors Howard Dean, Peter Shumlin, and Jim Douglas, through to current Governor Phil Scott.
Purpose
- Advise the Governor and Office of Veterans Affairs (OVA) on veteran related issues, to include assisting with decision-making on controversial issues
- Provide the Governor legislative and budgetary recommendations relating to veterans and
- Advocate for legislative and budgetary recommendations approved by the Governor


Funding and Administrative Support
- The GVAC receives administrative guidance and support from the Vermont Office of Veterans Affairs under the leadership of the Director.
- While the Council does not maintain an independent operating budget, its activities are sustained through an annual appropriation provided by the Vermont National Guard to cover essential operating costs.
